The Threat Evaluation and Reporting Overview (TERO) is a three-hour introductory training supported by the National Threat Assessment Center utilizing the Secret Service's model for threat assessment. Participants will be able to identify warning signs and pathway behaviors leading to targeted violence, be able to distinguish reactive aggression from targeted aggression, and learn the steps from referral to management. Participants will have the opportunity to participate in tabletop exercises intended to build skills in collaborative assessment and management practices.

The workshop is presented by National Threat Evaluation and Reporting (NTER) Trainers - Sheila Stein, Ed.S., NCSP (School Psychologist); Julie Winkel, M.A. (School Administrator) and Jesse Rangle (Law Enforcement).

Participants will attend virtually via Zoom. 

Workshop is FREE for NECASP members or $10 for non-members. CEUs are available for a $30 processing fee. 

Presenter Bios: 

Julie Winkel, MA, Director of Student Services, RJUHSD

Julie has dedicated over a decade to enhancing school safety and creating supportive educational environments. As an Assistant Principal at Oakmont High School, and now Director of Student Services in the Roseville Joint Union High School District, she has led numerous initiatives to improve campus security and student well-being. Julie's journey in education began with her Bachelor's degree in Liberal Studies with a concentration in Natural Sciences from California State University, Sacramento. She furthered her expertise with a Master's degree in Applied School Leadership from National University. Her extensive training and certifications in school safety, including memberships in the National Association of Threat Assessment Professionals and the National Threat Evaluation and Reporting Master Trainer Program, underscore her commitment to professional development. Julie has attended numerous national conferences on school safety, crisis response, and behavior threat assessment, continuously updating her knowledge to address emerging challenges in school safety.

Julie has been instrumental in the district-wide implementation of Behavior Threat Assessment and Management (BTAM), a program she co-authored and successfully integrated into board policy. Her leadership in BTAM has been recognized at various levels, including presentations to county superintendents, school districts and the California School Board Association. She has also authored a grant that focuses on preventing school violence by building a Culture of Care, emphasizing non-exclusionary practices and comprehensive intervention strategies.

Sheila Stein, Ed.S., NCSP

A Nationally Certified School Psychologist (NCSP), Sheila Stein works as a school psychologist in the Roseville Joint Union High School District and is a member of the Editorial Advisory Board of the School Psychology Review. In 1998, she began her career in education as a high school English teacher in Sacramento. An educator for over twenty-five years, she has worked in a variety of roles with a wide range of students in diverse placements, including comprehensive high schools, GATE programs, residential treatment, dropout recovery, and community college. In addition, she worked for three years as a principal in a youth detention facility outside of Denver, Colorado. Ms. Stein is a trainer in nonviolent crisis prevention, as well as PREPaRE, a framework for comprehensive school safety. She is first author of the Student Psychoeducational Groups in School Crisis Intervention curriculum and has presented on the topic several times at national and international conferences.

In response to several crises and heightened anxiety on campus, in the fall of 2019 Sheila initiated the Behavioral Threat Assessment and Management (BTAM) program in the Roseville Joint Union High School District. After extensive research, she presented a sample manual and forms to district and school personnel, eventually authoring board policy. She is invested in working collaboratively to tackle challenges in site and district implementation; she continues to develop tools for program improvement, student messaging, and training materials for staff and site BTAM teams. She is a Certified Master Trainer for the National Threat Evaluation and Reporting (NTER) program under the auspices of the Department of Homeland Security. Currently, Ms. Stein is a doctoral candidate in the Educational Leadership program at CSU Sacramento. Her dissertation focuses on threat assessment implementation in K-12 schools.

Jesse Rangle

Jesse Rangle is a Protective Security Advisor for the Department of Homeland Security (DHS) Cyber and Infrastructure Security Agency (CISA) in Region IX, Sacramento, Northern California

District. Prior to his current position, Jesse served as Regional Supervisory Sector Outreach Coordinator and as an embedded Infrastructure Protection Liaison Officer supporting the Federal Emergency Management Agency (FEMA) three Type I National Incident Management Assistance Teams and Presidentially Appointed Federal Coordinating Officials (to include numerous deployments across the United States in support of Presidentially Declared Disasters).

Jesse’s professional and leadership experience spans over 35 years, as an enlisted active-duty member of the United States Coast Guard, Commissioned Officer in the United States Coast Guard Reserves and Sworn California Law Enforcement Officer.

As a Peace Officer his assignments include Criminal Street Gang Detective, Crisis Negotiator, Regional Academy Recruit Training Officer, and Homicide Detective. Accolades include a California Peace Officer Standard & Training Leadership Award, California Highway Patrol Stolen Vehicle Recovery 10851 CVC Pin, Santa Rosa Veterans of Foreign Wars Officer of the Year Award, Ladies Auxiliary of Veterans of Foreign Wars Award of Merit, City of Santa Rosa Rotary Club Officer of the Year Award, Regional Law Enforcement Academy Outstanding Recruit Training Officer of the Year Award, American Police Hall of Fame Distinguished Service Award, City of Santa Rosa Police Department Distinguished Service Award, Sonoma County Sheriff’s Department Bronze Medal of Merit and City of Santa Rosa Police Department Gold Meritorious Life Saving Medal.

Jesse earned a Bachelor of Arts in Public Administration from the University of San Francisco, San Francisco, California, and a Master of Science in Quality Systems Management and Lean Six Sigma Credential from the National Graduate School Falmouth, Massachusetts. He is a Harvard Kennedy School Senior Executive Fellow, DHS National Threat Evaluation and Reporting Master Trainer and Behavioral Threat Assessment and Management Instructor, FEMA Master Exercise Practitioner, National Institute of Standards and Technology - Baldrige Performance Excellence Examiner, and National Transportation Safety Board - Advanced Marine Mishap Investigator.
